Franklin Holcomb – Team Lead

Mr. Holcomb is a Team Lead at Red Five based in the D.C. area. Mr. Holcomb joined Red Five in 2022. Prior to joining the company, he was the Eastern Europe Research Manager at the Armed Conflict Location and Event Data Project, a Transatlantic Leadership Fellow at the Center for European Policy Analysis, and a Russia analyst at the Institute for the Study of War.

Mr. Holcomb is an experienced open source analyst and has authored numerous investigations on the structure and capabilities of armed forces and cyber security policy innovation in Eastern Europe. Some of these publications included The Kremlin’s Irregular Army: Ukrainian Separatist Order of Battle and Countering Russian and Chinese Cyber Aggression: Prospects for Transatlantic Cooperation.

Mr. Holcomb is a graduate of Texas A&M University where he double majored in Russian language and International Studies: Politics and Diplomacy. He is completing his Master’s degree in Democracy and Governance at the University of Tartu.
